Error description
A JAX-WS service endpoint implementation (SEI) has a wsdlLocation element like the following: wsdlLocation="/WEB-INF/wsdl/Hello.wsdl" When deploying this JAX-WS application, an error like the following might occur: Caused by: java.io.FileNotFoundException: /WEB-INF/wsdl/InBand33.wsdl at org.eclipse.jst.j2ee.commonarchivecore.internal.impl.ContainerIm pl.getFile(ContainerImpl.java:249) at org.eclipse.jst.j2ee.commonarchivecore.internal.impl.ContainerIm pl.getInputStream(ContainerImpl.java:573) at org.eclipse.jst.j2ee.commonarchivecore.internal.impl.ArchiveImpl .getInputStream(ArchiveImpl.java:2031) at org.eclipse.jst.j2ee.commonarchivecore.internal.helpers.ArchiveU RIConverterImpl.createInputStream(ArchiveURIConverterImpl.java:1 68) at org.eclipse.jst.j2ee.commonarchivecore.internal.strategy.LoadStr ategyImpl.getResourceInputStream(LoadStrategyImpl.java:839) at com.ibm.ws.websvcs.deployment.WSServerMetadataMerger.attachWSDLD efinition(WSServerMetadataMerger.java:1646) This can cause problems at runtime, such as when the user tries to perform a "Publish WSDL" task from the service, or when a client tries to invoke the service.

Section 5.2.5.3 of the JAX-WS specification says this: "The value of the wsdlLocation annotation element on an endpoint implementation class, if any, MUST be a relative URL. The document it points to MUST be packaged with the application" RFC 1808, "Relative Uniform Resource Locators", indicates that a relative URL can also include an absolute path. The JAX-WS runtime should accommodate an SEI whose wsdlLocation is an absolute path, which begins with a forward slash. For example, "/WEB-INF/wsdl/Hello.wsdl". Important note: An absolute path is not the same as an absolute URL. An absolute URL begins with a scheme name, such as http or file. The JAX-WS specification does not allow the SEI wsdlLocation to be an absolute URL, and it requires that the WSDL file be packaged with the application module. So, specifying a wsdlLocation like "C:/myDirectory/JAXWS/HelloService/wsdl/Hello.wsdl" for the SEI is not valid.
Problem conclusion
The JAX-WS runtime is fixed to accommodate wsdlLocation values starting with a forward slash and successfully resolve the file's location within the application module. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.19.
