Error description

When two users deploy different applications on the same cell
using the administration console from different locations at
different times, the other user gets the message to discard
the changes of the other user before proceeding.

Save conflict gets detected in administration console due to
modified files in the workspace not being saved to the master
repository.
As a result a ConcurrentModificationException is thrown from the
security MergeManager code.

Due to code defect, a singleton object is being updated by
multiple threads at the same time. Accessing this object needs
to be synchronized to avoid this issue.

Problem conclusion

With this fix, accessing the singleton object is being
synchronized.

The fix for this APAR is currently targeted for inclusion in
