PM37735: ODC SERVICE DOES NOT FUNCTION PROPERLY WHEN RUNTIME PROVISIONING IS ENABLED

Error description

When Runtime provitioning is enabled, such as in standalone
server in Rational Application Developer, the On-demand Router
(ODR) service is not started and causes components which
depend on the On Demand Configuration (ODC) service to fail to
start.

* PROBLEM DESCRIPTION: ODC service is not started in a         *
*                      runtime provisioning enabled            *
*                      environment and cause  batch service    *
*                      to be unable able to start.             *

* RECOMMENDATION:                                              *

Batch service depends on ODC service. When runtime
provisioning is enabled, the ODC service is not started by
default and causes initialization failure in batch service.

Problem conclusion

In the fix, ODC service is changed to start in all
supported environments.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.1 and 7.0.0.19.  Please refer to the
