Error description

• Changes to the poolLowEffAlertThreshold parameter of the Pool
  Low Efficiency diagnostic alert are ineffectual.

  When the Performance and Diagnostic Advisor and the Pool
  Low-Percent Efficiency rule are enabled, the Application
  Server should send an alert whenever the average time that a
  connection is held versus used for the all connections in
  its pool drops below a threshold.  The alert is never sent
  because the Application Server fails to process the rule.
  

Problem conclusion

• Apply APAR PM40582 to correctly process the Pool Low-Percent
  Efficiency rule and send the corresponding alerts.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.1.  Please refer to the Recommended Updates
