A NumberFormatException thrown from Expression Language (EL)

*                      EL expression with a value of empty     *
*                      string.                                 *

An example of the code which causes the issue is:
<c:set var="emptyVar" value="" />
<c:set var="test" value="${emptyVar + 1}" />
The value of emptyVar is an empty String, which results in the
object to be coerced to a String object. When the numeric
value is added in the expression, a
java.lang.NumberFormatException will be thrown.

Problem conclusion

The EL code was modified to coerce a null or empty string
value to a zero (Long) instead of a String object.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.21 and 8.0.0.2.  Please refer to the
