Problem conclusion
To prevent duplicated configuration Session or Workspace ID generation within the same millisecond from different processes, we implemented a new mechanism for the id generation. To use the new mechanism, a system properties called "com.ibm.websphere.management.configservice.sessionIdUniqueness" is needed to be set to "random" for each process that generates the configuration Session/Workspace id.
