Error description

Customers can use the command
MODIFY <server>,WLM_MIN_MAX=min,max  to dynamically change the
minimun and maximum number of servant region address spaces that
are running for a given WebSphere Application Server on z/OS.

If the z/OS Custom Property: server_use_wlm_to_queue_work
is set to zero / '0' then the above MODIFY command does not give
the expected results.
.
The results of the MODIFY <server>,WLM_MIN_MAX=min,max
command are unpredictable when the z/OS Custom Property
 server_use_wlm_to_queue_work = 0

* RECOMMENDATION:                                              *

A MODIFY <server>,WLM_MIN_MAX=2,2 command followed by a
MODIFY <server>,WLM_MIN_MAX=1,1 command incorrectly causes a
third servant to start when the server is running with
server_use_wlm_to_queue_work set to 0.
The third servant starts because the incorrect number of
server tasks was passed to WLM.

Problem conclusion

Changed the code to pass WLM the correct number of server tasks
based on the minimum and maximum values specified on the modify
command.

APAR PM43050 is currently targeted for inclusion in
Service Level (7.0.0.21) of WebSphere Application Server and
Service Level (8.0.0.2) of WebSphere Application Server.
