Error description

• A NullPointerException that can occur in configuration update
  scenarios for a web application causes configuration updates
  to not be correctly applied without a full restart of the
  application.

  The config update path maintains digest records of configuration
  files so that it can determine whether the configuration for
  a web application bundles has changed (and remove spurious
  changes that BLA generates). In certain edge cases a modified
  event can be received for a document that was not previously
  digested and in that case the following NPE occurs. The fix
  handles the edge cases more gracefully.
