  A developer has to explicitly set index.html, index.htm, and
  index.jsp if they want one of these files to be served up as a
  welcome-file.  If no welcome-files are specified, then these
  welcome files should be used.
  

Problem conclusion

• The webcontainer code was updated to serve up the default
  welcome-file pages according to the Java Servlet Specification
  Version 3.0.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.2.  Please refer to the Recommended Updates
  page for delivery information:
