Closed as program error.
Error description
When a call is terminated, a CANCEL is not sent to the far end until after 180 seconds. Trace shows that a ProxyTimer is being created for the 180 seconds, and when this expires, the CANCEL is sent. However, the parallel proxy scenario is not being used.

Problem conclusion
When a Cancel message arrives for a request that does not belong to the server the server is not trying to find the approriate application. This has been corrected. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.2.
