Error description
Enabling the com.ibm.config.eclipse.wtp tracespec will close a module and prevent data from being available to other components.

A closed module may not have all of its requested resources available to the calling components. Reopening modules that should not have been closed also causes an unnecessary reduction in system performance.
Problem conclusion
An internal code change was required to correct this issue. The method to retrieve a module's manifest was updated to not close the module if it was open when the method is first invoked. No additional work-around is available. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.2.
