Error description

A JAX-RPC web service provider's SOAP response is supposed to
to contain an XML comment such as this:

<!-- comment -->

However, the JAX-RPC web service engine might return data which
looks like this:

<!--&amp;lt;-- comment --&amp;gt;-->

This is incorrect and has the potential to cause the web service
client's XML parser to fail to process the message correctly.

A JAX-RPC web service provider's SOAP response is supposed to
to contain an XML comment such as this:
<!-- comment -->
However, the JAX-RPC web service engine might return data which
looks like this:
<!--&amp;lt;-- comment --&amp;gt;-->
This is incorrect XML because nested comments are not allowed.
As a result the web service client's XML parser to fail to
process the message correctly.

Problem conclusion

The problem might occur when multiple JAX-RPC response
handlers are accessing the SOAP Body of the message.  The
extra comment tags were added during the second access to the
SOAP Body by a JAX-RPC handler.

The code has been corrected so that comment tags will not be
added to XML comment elements if they are already present.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.43, 7.0.0.21, and 8.0.0.2.  Please refer to the
