• Closed as new function.

Error description

• For Derby, SQLState XCL10 indicates that a statement is
  unusable.  We need to identify it as a stale statement
  and avoid caching it in the statement cache for future use.

Problem conclusion

• Added the mapping of SQLState XCL10 to stale statement.
