Error description

• Pausing the alternate pool when in use causes unnessary fail
  over and fail backs to occur

  Most customers will not be able to detect that the alternate
  connection pool has been paused and a fail back has occurred.
  

Problem conclusion

• The alternate connection pool is not paused if it already has
  been initialized which prevents the alternate connection pool
  from unnessary fail backs.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.2.  Please refer to the Recommended Updates
