Error description

• The Session Initiation Protocol (SIP) proxy has detected an
  overload condition that could not be cleared. It generates the
  following message:
  
  [9/19/11 13:11:09:657 EDT] 00000023 OverloadContr I
  CWSPX0016W: SIP Proxy detected overloaded server PPC.SIP.01 for
  request in cluster PPCVOIP.SIP.cluster.

  The SIP cotnainer creates a new SipApplicationSession if the
  application is trying to get it after invalidating it
  

Problem conclusion

• The SIP container is returning the same SipApplicationSession
  when getting it after invalidating without creating a new
  SipApplicationSession
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 7.0.0.23.  Please refer to the Recommended Updates
