Error description
This issue applies ONLY to those servers that have at least one application with embedded RA (resource adapter) deployed. When there is some recovery work to be done, one of the things recovery code checks for is if all applications are started. If at least one is not started, then recovery cannot proceed. (this message is issued at service level 7.0.0.13 and above) The requirement is for all applications to be started. However, on z/OS, there is no way to do the check for startup status of specific apps. Therefore, recovery can never complete. This fix will remove the requirement of having all applications to be started in order to complete recovery. However, if a transaction that needs to be recovered is for an application with embedded RA which is not started, the recovery will still fail.

Problem conclusion
The requirement for all applications to have started before recovery can complete has been removed. If a transaction to be recovered depends on an application being started, recovery will fail. APAR PM50829 is currently targeted for inclusion in Fix Packs 7.0.0.23 and 8.0.0.3 of WebSphereApplication Server.
