  The runConfigActions script is called by startServer. The
  runConfigActions script depends on reading a file called
  installed.xml which is created at the end of Install Manager's
  processing. If this file is not present, the runConfigActions
  script fails and the server cannot be started.
  

Problem conclusion

• If the installed.xml file does not exist the postinstaller
  does not run.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.2.  Please refer to the Recommended Updates
