APAR status

• Closed as program error.

Error description

• When setParameter is called and value is set as empty string,
  based on API it's flag parameter. SIP container shows this flag
  parameters as <parameterName>="" where as it's suppose to be
  only <parameterName>.
  

Local fix

• javax.sip.quoted.parameters=<parameterName>=off
  
  customer property can be set as work around

  that is supposed to be surrounded with inverted commas the
  parameter is not printed as a flag parameter.
  

Problem conclusion

• Calling to setParameter with empty value now always generates
  flag parameters
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.3.  Please refer to the Recommended Updates
