The Microsoft Windows command to launch a link in a web browser
ignores anything after the ampersand ('&') and treats it as a
separate command. The URL to Education Assistant for WebSphere
Software page contains an ampersand. So Microsoft Windows
operating systems command prompt launches only the portion of
the URL before the ampersand, which coincidentally is the link
to Information Center for WebSphere Application Server page.

Problem conclusion

Changes were made to surround the URL with quotations before
passing onto the Microsoft Windows command prompt. This
resolves the problem and points correctly to Education
Assistant for WebSphere Software page.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.23 and 8.0.0.3.
