Local fix

• a work-around is to modify the pluginCfgMerge.sh script to set
  the value of "$WAS_ENDORSED_DIRS" to point to the
  "$JAVA_HOME"/jre/lib/endorsed directory.
  

Problem summary

  necessary path information to the DOMParser.
  

Problem conclusion

• The script has been fixed to set the necessary path.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 7.0.0.23 and 8.0.0.3.  Please refer to the
