  At server startup not enough information was being outputted to
  the logs about the current state of the WebSphere Application
  Server install like interim fixes installed, nor was there
  enough information about the configuration action return codes.
  

Problem conclusion

• The problem was fixed by adding logging statements during the
  post installer run that would output the current state of
  WebSphere Application Server to the log generated at server
  startup. There were also statements added after all
  configuration actions have run which would display return
  codes in case of an error.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.3.  Please refer to the Recommended Updates
