  @ApplicationScoped variables go out of context when the first
  module of the application is stopped.
  

Problem conclusion

• We have introduced a JVM system property that will allow
  @ApplicationScoped variables to retain state across module
  restarts. When a web module with a reference to an
  @ApplicationScoped bean is restarted the same instance of the
  bean exists i.e. state is retained across module restarts. This
  behavior is enabled by setting the following JVM system
  property

  com.ibm.ws.webbeans.retainApplicationScopeAcrossModuleRestarts
  Value: true
