Error description

The plug-in propagation should not launch a synchronization,
it should only propagate the plugin-cfg.xml file to the
nodes without doing any other synchronization change.

For the plugin configuration to be pushed to the webserver,
node synchronization is initiated. If synchronization is
disabled, the propagation should not occur until a manual sync
is initiated.

Problem conclusion

A custom property was added to allow the node synchronization
called by the plugin configuration propagation to be disabled.
This is set as a java property: plugin.syncdisabled=true
Note that when this property is enabled, the webserver will
not have the updated plugin configuration until a manual
synchronization is performed.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.45, 7.0.0.23, and 8.0.0.4.  Please refer to the
