When returning objects from the server to the client, the objects are intermediately deserialized and reserialized in the deployment manager. The logic to serialize a timer task object required an active scheduler service to obtain pieces of metadata, but the scheduler service is not active in the deployment manager process.
Problem conclusion
The timer task object logic was changed to detect that reserialization is occurring and to directly reserialize the data rather than attempting to use the scheduler service. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.4.
