Error description

After applying WebSphere Application Server V7.0.0.15, the
attachment part may be missing in outbound SOAP request
message when MTOM optimization is enabled.  The Web services
application receiving the message may fail and indicate
missing attachment part.

When a JAX-WS application uses a JAXB bean containing data
mapped to a SwA style attachment and MTOM optimization is
enabled, the attachment may be missing from the SOAP message
sent from the JAX-WS application.  The request was correctly
sent out with WebSphere Application Server V7.0.0.13.

Problem conclusion

A code change made in PM23136 (included in WebSphere
Application Server 7.0.0.15) has caused the attachment part to
not be written when MTOM optimization is enabled.  This has
been fixed.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.23 and 8.0.0.4.  Please refer to the
