Error description
Application target mappings for Web Server are left when an unmanaged node is deleted. Unmanaged node removal causes corruption of an application's deployment.xml file resulting in failure to start application . Deleting the unmanaged node did remove deploymentTargets for the Web Server however the entire targetMappings entry was not removed.
Local fix
Remove the remaining targetMappins entries for the Web Server from the application's deployment.xml file

The remnant target mapping entries cause issues when the deployment.xml was accessed by other tasks.
Problem conclusion
The fix will remove the web server references completely from the deployment.xml when the unmanaged node containing the web server is deleted. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.45, 7.0.0.23 and 8.0.0.4.
