Error description
The most performant approach to creating a JAXBContext is with the use of packages names. However, to use the list of package names, each package must contain either an ObjectFactory class or a jaxb.index file. If the required classes or files are not in the package, more time consuming approach to find all potential JAXB classes within the classpath is used.

Problem conclusion
Support was added to find and use jaxb.index files to prevent the more costly class search for potential JAXB classes. See the javadocs for JAXBContext.newInstance() for more details about the jaxb.index file format. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.25, 8.0.0.5 and 8.5.0.1.
