Error description

When an application is started its cache policy is loaded.
When an application is stopped its cache policy is deleted.
When an application is restarted its cache policy is not
loaded.

The dynacache service is not reloading the cache policy when
an application was stopped and restarted.

Problem conclusion

The dynacache service will reload the cache policy when an
application is restarted.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.25 and 8.0.0.4.  Please refer to the
