The JVM properties that are used to set the JAX-RPC read
time-out are being ignored.

Problem conclusion

The JVM properties for JAX-RPC read time-out will now be
honored.  There are actually 3 JVM properties that can be used
to control the read time-out in the following order:
"timeout"
"com.ibm.ws.webservices.readTimeout"
"SyncTimeout"

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.45, 7.0.0.25, 8.0.0.5 and 8.5.0.1.  Please
