PM63691: "NODE RESTART STATE" DOES NOT WORK CORRECTLY IN ADMIN AGENT ENVIRONMENT

Error description

In flexible management. you can configure "admin agent"-
"managed node" environment. When you run the registerNode
command to add the node under admin agent, the Microsoft
Windows service of the node was removed automatically. This is
working as designed. If you would like to start your managed
node automatically, ypu can set "node restart state" of the
managed node. You can set the status to either RUNNING or
PREVIOUS.  If it is set to PREVIOUS, then when the system
reboots, the Admin Agent should place the App Server back into
the state it was in when the Admin Agent stopped. If the state
is set to RUNNING, then the Admin Agent should always start
that App Server on the reboot.

The node restart status does not work correctly in admin agent
environment, so this APAR will fix the issue.

When the Admin Agent is restarted, it is not processing the
node restart state property of registered App Servers, such
that they do not restart when configured to do so.

Problem conclusion

The code was updated so that when the Admin Agent restarts, it
will also restart App Servers that are configured to do so
based on their node restart state setting.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.25, 8.0.0.5, and 8.5.0.1. Please refer to the
