Error description

• In Hungarian, the pull down is overlayed by the side help
  panel. When modifying an application using the administrative
  console in Hungarian, the Map Special Subjects menu button is
  overlaid by the help on the side panel.

Problem conclusion

• Added a z-index to the menu button to correct the problem.
