Error description
WARNING: Unable to find OSGI-INF/l10n/metatype in /Applications/jazz/client/eclipse/Eclipse.app/Contents/MacOS/wor kspace/build.image/wlp/lib/com.ibm.ws.monitor_1.0.jar is displayed in the console when generating the feature list. Additionally, if running on Mac OSX, when the underlying default encoding is not UTF-8 you will see an error similar to: javax.xml.stream.XMLStreamException: Underlying stream encoding 'MacRoman' and input paramter for writeStartDocument() method 'UTF-8' do not match

This happens because the OSGI- INF/l10n/metatype file did not exist in that bundle. The feature list is trying to force UTF-8 output, but when the underlying stream has a different encoding (for example, MacRoman on Mac OSX's Java) we get the mismatch error.
Problem conclusion
The file OSGI-INF/l10n/metatype was added to the monitor bundle. Support has been modified to properly check and use the underlying stream encoding. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.0.1.
