Error description

• When a schema is loaded, the time and memory used does not grow
  linearly to the number of global element declarations. When
  the number becomes big (tens of thousands), performance is
  significantly affected.

  This is caused by the interaction between the large number of
  global element declarations and wildcards used in the schema.
  

Problem conclusion

• Improved handling of wildcards during schema loading, so that
  the time and space used is linear to the number of global
  element declarations.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 1.0.0.15 for the XML Feature Pack.  Please refer to
