Error description

Under heavy TCP/TLS usage, in some scenarios, the Session
Initiation Protocol (SIP) Proxy may create unnecessary
connections.

In a scenario where the client sends a SIP request to the
proxy, then the connection is broken before the response is
returned, the SIP Proxy may create a new connection to the
client even if an outbound connection already exists.   This
can result in unnecessary connections existing to the client.
Over time, the SIP Proxy may experience an out of memory
condition because of the unnecessary connections.

Problem conclusion

The SIP Proxy code has been changed so that it reuses an
existing outbound connection to a client rather than creating
a new connection. This check occurs during the SIP response
processing.

To enable this fix, in the administrative console, go to the
"WebSphere proxy servers > proxy > SIP proxy settings > Custom
properties page.  Add a custom property with name
"useExistingOutboundConnection" and set the value to "true".

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.27, 8.0.0.5, and 8.5.0.2.  Please refer to the
