Error description

• Customers attempting to perform cluster generation via wsadmin
  task can see cluster creation times increase more and more
  as the number of existing clusters in their environment
  increase.

  It takes more time to create dynamic cluster members when
  there are many existing clusters and cluster members are
  configured in the environment.
  

Problem conclusion

• The APAR will backport v8 config service performance
  improvements to v7 and v6.1 which will improve the performance
  on the creation of cluster members on a large toplogy.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 6.1.0.45 and 7.0.0.27.  Please refer to the
