Error description

• If an empty <bundleRepository/> element is added to the
  server.xml an FFDC will be issued for a NullPointerException.

  If the server.xml contains a <bundleRepository/> element with
  no attributes then the FFDC for a NullPointerException will be
  issued.
  

Problem conclusion

• Null checks were added for the bundleRepository PID and
  properties to prevent NullPointerExceptions in the case of an
  empty configuration.
  
  
  The fix for this APAR is currently targeted for inclusion in
