Error description

• When using servlets and having implemented
  WebAppInitializationCollaborator, it is possible that the
  started() method of the collaborator is not invoked
  when the application is started.

  The WebAppInitializationCollaborator.started() was not invoked
  when a WebApp starts.
  

Problem conclusion

• The processing of the started() is now performed during
  initialization.  This will fix the missing started() and
  provide proper synchronization during initialization.
  
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.0.1. Please refer to the Recommended Updates page
