• Sometimes, due to a race condition, web applications do not
  restart.

  When features are being restarted due to some feature change
  in the configuration, there is a race condition between the
  ApplicationHandlers attaching as a VirtualHostListener and the
  application registering its context root to the VirtualHost.
  In some cases, the context root would be registered before the
  listener was attached.
  

Problem conclusion

• If a listener is added to the VirtualHost after context roots
  are registered, events are fired on the listener for all the
  context roots that were missed.
  
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.0.1. Please refer to the Recommended Updates page
