PercentUsed PMI counter is provided in order to determine
Utilization of different ThreadPools.

Problem conclusion

Code has been enhanced to provide the PercentUsed PMI counter
for ThreadPools.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.6, and 8.5.0.2.  Please refer to the
