Error description
When starting a server some applications may fail to start. If the application is an enterprise bundle archive application the following error message can appear in the logs: com.ibm.ws.classloading.ClassLoadingServiceException: CWWKL0003E: The system could not create a class loader for the application [ThreadContextClassLoader] at version [null]. at com.ibm.ws.classloading.internal.GatewayBundleFactory.createGate wayBundleClassLoader(GatewayBundleFactory.java:63) This problem may also be seen when there are multiple applications that are being installed via the dropins directory and one of the applications will start but the other applications installed via dropins do not.

After starting the Liberty server an application does not start. In the console the following message appears after 30 seconds. CWWKZ0022W: Application * not started in 30.009 seconds. This is because as an application is initialized it receives a classloader and the classloading service may not have been initialized at the moment the application starts. 2. If you have an EBA application running under a Liberty server it is possible that the application may fail to start. The messages.log file includes a message like the following: [5/17/12 15:48:52:570 BST] 0000002a org.apache.aries.application.resolver.obr.OBRAriesResolver E An internal error occurred. When provisioning the EBA archive MySimpleOSGiApp, cannot read the repository file:/test/wlp/usr/servers/app_dir/workarea/platform/resources.x ml. 3. If the liberty server has multiple applications in the dropins folder its possible than one or more applications will not start. This should only occur when multiple applications are in the dropins folder. The first application will start up but it is possible that other applications could hit a faulty timing window and not start up. There will be no error messages or any information in the log to say that the application tried to start or that there was a problem. The problem occurs at server startup time, the first application to start does some server initialization and if the second application tries to start before this initialization completes then the server will not continue trying to start the application.
Problem conclusion
