Error description

• After updating the LTPA keys file, the runtime will not reload
  the LTPA keys.  Any LTPA token created will use the previously
  loaded keys instead of the new keys.

Problem conclusion

• The code was modified to dynamically reload the LTPA keys when
  the LTPA keys file is modified.
  
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.0.1. Please refer to the Recommended Updates page
