• If LogHandlers are added to Loggers, they may not receive all
  logged messages.

  The delegation to parent loggers was disabled which prevented
  logged messages from flowing up the hierarchy of loggers.  Any
  LogHandler attached at a point above the current Logger would
  never see logging requests.
  

Problem conclusion

• Adjusted the way handlers and parent loggers are linked such
  that delegation was not disabled.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.0.1. Please refer to the Recommended Updates page
