• The WASAnnotationHelper does not allow error messages to
  populate into an error.xhtml file.

  When there is an exception during the process of the
  PostContruct annotation, the exception is logged and
  suppressed.  This does not give an application a chance to
  handle the exception itself.
  

Problem conclusion

• The WebContainer code was modified to re-throw the exception
  back to the calling stack.
  
  A new WebContainer customer property needs to be set to enable
  the behavior provided by this APAR:
  
  com.ibm.ws.webcontainer.throwPostConstructException = true
  (default is false)
