Problem conclusion

The exception that prevented the container getting
out of the overload is now caught, so the code that would take
the next task from the queue to the pool to be processed by
another thread, or mark the queue as free, will be proccessed.
In addition, in order to fix the root cause of the exception
the dialog usages set in DialogState was synchronized.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.28, 8.0.0.7, and 8.5.0.2.  Please refer to the
