• It was suggested that HAManager log a specific message when
  disabled to improve serviceability.

Problem conclusion

• The high availability manager service will now log a specific
  new message, HMGR0010I when disabled.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 7.0.0.25, 8.0.0.5, and 8.5.0.1.  Please refer to the
