Error description
When the profile's file path has certain non-English characters in it, it can cause the server to fail to start saying that runConfigActions.sh/bat exited with return code 1

This causes the runConfigActions to return with an error preventing server startup.
Problem conclusion
The way the file is written to the file system was changed to an implementation which does support non-English characters. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.5.
