Error description

• When the profile's file path has certain non-English characters
  in it, it can cause the server to fail to start saying that
  runConfigActions.sh/bat exited with return code 1

  The way a certain file was being written under a profile's
  directory did not support non-English characters to be on the
  file
  path. This causes the runConfigActions to return with an error
  preventing server startup.
  

Problem conclusion

• The way the file is written to the file system was changed to an
  implementation which does support non-English characters.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.5.  Please refer to the Recommended Updates
