Error description

• Deploy an application on a cluster without any cluster member,
  then invoke the AdminTask setBinding, will get a
  NullPointerException in the bindingVersion.equals().

  This scenario is only for BPM users. When deploying an
  application on a cluster without any cluster members, then
  invoking the AdminTask setBinding command, the
  NullPointerException will be received in
  PolicySetBindingCommandUtil.getBindingFile(). This is because
  the value of bindingVersion comes from the node verion in the
  cluster, but in this scenario, no node exists.
  

Problem conclusion

• To prevent the NullPointerException, we added a null value
  check before using the bindingVersion.
  The fix for this APAR is currently targeted for inclusion in
  fix packs 8.0.0.6 and 8.5.0.2.  Please refer to the
