Error description

Plugin Random Generator does not check for all available
server members, which can lead to plugin failing to find
a server if some members are marked down.  This will result
in 500 being returned back to the client

The Random loadbalancing wasn't always checking all possible
servers within a cluster leading to a failure to find an
application server message even though there may have been
available servers for the failover.

Problem conclusion

The random number generator wasn't generating a different
number each time it was requested.  This led to attempts to
servers that were already reviewed.  The code has been modified
to track the servers attempted and to improve the random number
generated.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.29, 8.0.0.6, and 8.5.0.2.  Please refer to the
