There is a timing window during initialization of the Timer Daemon Thread's (bbootmot) constructs that can lead to a release of its PET before its been created. This would result in the BBOO0037E message.
Problem conclusion
The Timer Daemon Thread initialization code has been modified to create its initial pause element before use of its timer services. APAR PM75388 is currently targeted for inclusion in Fix Pack 8.0.0.7 of WebSphere Application Server V8.0 and Fix Pack 8.5.5 of WebSphere Application Server V8.5.
