  it is not interpreted as boolean 'true'.

  The WS-Addressing implementation in WebSphere Application
  Server only accepted the value of "true" to indicate boolean
  'true' for the wsa:IsReferenceParameter attribute.  This
  problem may exist even after a fix pack containing APAR PK88032
  is installed.
  

Problem conclusion

• The WS-Addressing service implementation has been updated to
  accept both "1" and "true" as equivalent values.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.0.0.6 and 8.5.0.2.  Please refer to the Recommended
